The jpegli repos ended up diverging slightly in the past, with some commits missing in libjxl. When the current pending PRs are merged into the Google repo, a sync will likely happen to bring them here too. |

this pr is related to #2704 it allows empty DHT marker in libjxl but didn't made it to jpegli.
this pr is basically pick up from @kleisauke comment #2704 (comment)
btw, I also make a pr in google/jpegli repos
