Thank you very much for reviewing and merging my pull request. I really
appreciate it.
I wanted to briefly express my interest in continuing to contribute to
PySAL and to mention that I would be very keen to be involved if the
project considers participating in Google Summer of Code 2026. I understand
that this depends on mentor availability, and I am happy to keep
contributing consistently regardless of GSoC.

Justification
This PR addresses Issue #1333.
The current CONTRIBUTING.md was extremely brief and only linked to a Wiki page. I have migrated the relevant instructions from the Wiki into this file and formatted them into clean Markdown.
This makes the contributing guidelines more accessible and easier to maintain directly within the repo.
