This PR brings to PySAL master development on the viz module from darribas' viz branch. This includes a more lightweight plotting toolkit that only relies on Matplotlib and is modular enough to support low level handling of data structures and high-level user methods for easy plotting. This merge also aligns with recent changes by @sjsrey on PR #372

… base_choropleth_classif/unique/classless

* removed 'projection' from base_choropleth_classif/unique/classless
* Allow base_choropleth_classif/unique/classless to plot multi-part polygons properly
* changes streamlined to generic plot_choropleth
* Added dependency on pandas for rapid reindexing (this is done externally on the method _expand_values to it is easy to drop the dependency when neccesary/time available)

As an additional comment, the PR also brings in an IPython Notebook that serves as guide for the plotting toolkit (mapping_guide.ipynb)
