This PR:

• adds Python 3.11 testing w/ DEV and shapely>=2.0
• breaks out the test_locate.py tests – resolves break out test_locate.py #318
• add tqdm to requirements and testing envs – resolves add tqdm as on optional req #322
• sets up the Python 3.8 testing environment to minimally supported version – resolves test against a minimal / bare bones environment  #323
  • min geopandas==0.10.0 for .explore()
  • min numpy>=1.21 (numpy>=1.3 was erroneous... it doesn't exist)
  • min pandas==1.0.5 (see here)
  • min scipy==1.3.2 for Python 3.8
