Code Review
This pull request updates the version for the 0.56.1 release in the CHANGELOG.md and fedora/python-ogr.spec files. The changes in the spec file are correct. However, the changelog entry in CHANGELOG.md is empty and adds an extra newline. I have left a comment with a suggestion to address this.
