SPOC-284: Fix the zodremove scripts (#219)

* Saving WIP

* Improve subscription removal procedure

- Fetch sub_name(s) dynamically from remote nodes using dblink
- Loop through remote nodes and drop their subscriptions to this node
- Drop local subscriptions to remote nodes after remote cleanup

* Refactor replication set removal and deprecate redundant slot cleanup

- Replace remote replication set query with local-only lookup
- Clarify that replication sets are node-local and do not require remote access
- Remove outdated Phase 5 replication slot cleanup

* Clean up zodremove.sql

Remove unused functions.
Update comments and docs.

* Remove some unused parameters

* Fix zodremove.py

Make it correspond to zodremove.sql

* Add safety check to ensure node removal runs on target node

DESTDIR is used in package builds to install Postgres and extensions to
a build root. We already use this prefix elsewhere but it was missing
from these two lines.
