Bug description

I was messaged by an user that was being harassed by another user in the #osu channel, so I suggested them to block the harasser. To my surprise, I've been told they had already blocked the harasser both using the lazer in-game chat and the website.

After some testing, it seems the block functionality only affects communication via private messages, and messages from users you have blocked can still be seen in public channels.

This seems unrelated to my GMT status, as the original harassed user has the same problem.
