Yet another "I think this is cleaner" implementation, let me know if anything needs changing or if the previous PR handled things better.
Same disclaimer as the previous PR, as InputBlockingMod in taiko is really similar to the implementation in osu, just barely different enough to me to justify keeping separate for now.
Ranked out of the box, can remove if necessary.
