Contour Operator follows the same release process as Contour. This PR updates the release process doc to include Contour Operator.

The way I'm reading this is that all we have to do to release contour-operator is push a version tag? Is that accurate?

I think we need to clean these up even more to be just a bulleted list of tasks, i.e. first do this, then this, then this. But that's a separate PR. =)
