To get vcpkg submodule use : git submodule update --init --recursive
To get the spvs use tools/reflection/reflectionGenerator.py

Technical debt:
1. Include headers in shaders, use glslc.
2. Create a executable to build and generate spriv . Get rid of vulkan executables from tools.
