What

CI should runner smoother now with less unnecessary runs
Local development should be easier now
Improved documentation

How

Jobs that run commands on data warehouses that aren't Postgres now only run when a PR is merged to the main branch
Makefile runs all most CLI commands for development and uses act to run the GitHub Actions files locally
