This just removes the option in the issue template selection screen. I think it’s a good default since we have the issue closer running on some projects.

.config.yml might need to go into .github/ISSUE_TEMPLATE... but the docs seems to indicate otherwise for community health files.

In [roots/.github], create one of the supported community health files. Issue templates and their configuration file must be in a folder called .github/ISSUE_TEMPLATE. All other supported files must be in the root of the repository. For more information, see "Creating new files."

☝️ I’ll create a separate PR to delete the ones in ISSUE_TEMPLATE and move .config.yml to .github/ISSUE_TEMPLATE.
