TLP:REDで登録したとき、TLP:AMBERで表示してしまう問題の修正

Tlp red bugfix

1. Reduce types of roles. The types are only "Admin" and "User"
2. An admin user can only change the role of each user in Configuration > User in Repository System
3. Hides the delete column in the list view on the user.
4. Do not display Upload and Poll screens for users.

Review of S-TIP role

 - Added process to consider the search word when new post.
 - Added process to consider the search word when More feeds.

 - user_name and screen_name not searchable

 - If the search word is separated by a half-width space, set it to '&' search
 - Changed the value of 'f _ flag' from a number to a boolean
