Bump auditwheel requirement

Version 0.8.0

This change marks v 0.8, including:
* Completely rewritten CI floww using github actions to deploy OSX, linux and Windows build to PyPi, and update docs automatically.
 * Improved PyArrow support.  subes now have a `to_pyarrow()` method that takes the output of a tube and uses it to populate a PyArrow table.  This currently doesn't support `bytes` data types (due to a limitation in the PyArrow api we're targetting), or python object type, but other scalar types should all work.
