Remove broken FTorch submodule

Update submodules to cesm3_0_beta06 versions and update MEGAN/drydep …

…test namelist

updates in cime and ccs_config.
Also update the MEGAN and drydep test namelists so they are testing
what's used in coupled simualtions.

Add FTorch as an optional library that can be checked out with
git-fleximod.

This also brings in updates on derecho_intel so that intel-oneapi is
used, which changes answers.

Merged ctsm5.3.052 into the alpha-ctsm5.4.CMIP7 branch

Fix Linux Podman; prefer Linux Docker; update docs docs

Preferentially use Podman for ctsm-docs container
