BUG FIXES

• Fixed issue with Circuit module not utilizing custom diagonalization methods from diag.py.
• Fixed issue where setting ext_basis for subsystems did not work for purely harmonic subsystems.
• Fixed issue with inconsistent eigenenergies of the subsystem when parent's parameters were changed.

UNDER THE HOOD

• Updated Github Actions workflow to account for the deprecations.
• Updated the local meta.yaml to match corresponding file in scqubits-feedstock.
