This way we don't have to install anything on circle-ci windows machine, as it comes with jdk 12 pre-installed.

This PR comes with circleci windows job, as #147 brings a fix for Windows-specific regression.
To avoid installing Maven in each environment we now have Maven Wrapper which we can use instead.
To speed up build executions there's also caching of Maven repo for circle-ci jobs introduced.
