updated decryption and autocomplete

1. decryption mode mcrypt removed (no longer supported by php)
   added OpenSSL decryption instead

   (all mootools and MIO files removed)
3. some smaller corrections (e.g. language files)

this is still a release candidate as I have no time to test all setups.

this is the updated version 4 to fully use on Joomla 5 (no comp. plugin needed)
it is tested by some users who added this on their live sites, but still declared as RC1
(the package includes all updated modules, plugins and premium addons)
language files added and updated EN DE FR (partial) - all other languages (not updated) can be found in the j4 version

updates the uddeim code to the new joomla viewlevels for usergroups to fix itemid for links
