Description

Adds a new environment variable: SWAPPS_TRACE_ELOG_PROXY_URL
Checks if SWAPPS_TRACE_ELOG_PROXY_URL is set, if it is then sets HTTP_PROXY and HTTPS_PROXY to this url.

Motivation

Need to be able to post elog entry through a proxy in the production environment
