Guideline to use the docker with tensorflow on multi node environment

Hello, this is introduction to use easily for docker. There are four file to explain

1. Installation.md : Toturial to install the docker and nvidia-docker on ubuntu 18.04
2. Dockerfile : It is Makefile to generate the docker image such like virtual OS
3. Tutorial.md : How to generate the docker container on manage node, and use it.
4. Policy.md : Policy on server usage
5. Server_list.md : Server list
