- Update the Elterngeld notebook to new interface
- Add a general tutorial regarding history dependent TTs
- Add a tutorial on gettsim-personas

Move to new plotting interface. (#1071)

### What problem do you want to solve?

Twin PR to [TTSIM # 32](ttsim-dev/ttsim#32).
Move the plotting interface to the one defined over there.

Also, I removed some orphaned nodes I discovered when trying out the new
mechanic.

Improve paths handling (#1064)

- Use and expose `gettsim.germany.ROOT_PATH`, add a test (seems like
there was a bug before)
- Mirror relevant changes from [TTSIM PR
#22](ttsim-dev/ttsim#22)
- Correct version in docs

Fix some end dates (#1062)

Was staring at the TT DAG and noted some orphaned nodes. Some of them
were leftovers from former policy regimes, this sets their end dates.
