Describe the change
This pull request adds a new docker-compose-no-build.yaml file that allows users to run Strelka with precompiled images instead of building them from source. This can save time and make it easier for users to get started with Strelka quickly while also reducing the potential for build errors.

Changes:

  1. Added a new docker-compose-no-build.yaml file with precompiled image references.
  2. Updated the README.md and relevant documentation to mention the new docker-compose-no-build.yaml file and how to use it.
  3. Commented out inconsistent xor test in test_capa
