This is a few small changes to cloudtools#530.

1. Adds a commit to handle the mutual exclusion validation between class_path/template_path ready.
2. Makes RawTemplateBlueprint inherit from object. Basically nothing was being re-used, so this'll make it easier to maintain, and ensure that we have a simple interface from actions -> blueprints.
3. Adds a happy path functional test to make sure we don't break this moving forward.
