If this is still the name, it's a rename candidate - should be vertexToLatLng now

It's actually been renamed to vertexToLatLng, changelog should be updated

This PR prepares for the 4.0.0 release with updating the changelog (we should try to ensure we update the changelog as part of our regular PR process again!) for a release candidate. The release candidate can be used to test integration with the new version of H3 in bindings and will be used to check for any remaining non-renamed, non updated APIs before we release 4.0.0.
