This check works only on Windows and depends on VS installation. Currently i made it to only work with VS2022 since i assume we don't support VS2019. It uses the API from marketplace.visualstudio.com to retrieve the latest version of the extension and then searches for installed extension. If extension is not installed it offers to install it. If it's installed but not updated to latest it's updated using VSIXInstaller.exe
