This PR merges the existing (but never actually deployed) changes to support the
regionvalue in thes3-storeagent. Once deployed to the network, this fixes tloncorp/landscape#27. Eventually, this agent (and others) should be moved from landscape to a more appropriate desk (e.g., garden).See:
