What this PR does / why we need it:
Updates dependencies to latest within semver constraints and sets the go version in
go.modto 1.18 (current/latest) so that we are ensuring this code works with the latest greatest.Which issue(s) this PR fixes:
Closes #1322
Testing
Nothing added, but existing tests are expected to pass with all supported Go versions.
