We introduce coordinates conversion form/to string in the following formats:
- Degrees Minutes Seconds (D° M' S")
- Decimal Minutes (D° M.M')
- Decimal Degrees (D.D°)

Refactored build system
This release refactors the build system of the project:
- Properly write the CMake scripts,
- Add support for shared libraries (Windows),
- Use GitHub actions for CI,
