Problem: Python 3.5 is getting old. Solution: Make Python 3.6 the default. (Ken Takata, closes vim#2429)

There was a report that Python 3.5 entered "security fixes only" mode at vim/vim-win32-installer#40.
I think it's better to upgrade the default if_python3 version to 3.6.
