Overview
Adds an alarm and voter vs. pw facing text to the no printer detected page. When the polls are open or suspended we fire the alarm and require inserting a PW card to silence. In the future we will also need to auto-disable USB ports when the printer disconnects and have the PW re-enable them, the UI and copy will likely change in the pw-auth version of the screen when we address that piece of the puzzle in the new year. For now this just adds the alarm.
