Closes #890

This change (choose one):

  • Breaks existing normative behavior (please add label "breaking")
  • Adds new normative requirements
  • Adds new normative recommendations or optional items
  • Makes only editorial changes (only changes informative sections, or
    changes normative sections without changing behavior)
  • Is a "chore" (metadata, formatting, fixing warnings, etc).

Commit message:

Since the issue is largely the same, I copied over the start_url privacy considerations and updated to apply to a ShortcutItem.

This is good that it covers the basics (and that might be all we need!)... I might have some additional questions/feedback when we chat next week - just need to double check a few things! Appreciate your patience.
