This updates the runners to
windows-2025andubuntu-24.04.This required fixing a compatibility error mapping that changed between Windows 2022 and 2025.
It also removes the signed Windows MSI that's blocking releases. The CLI is mostly a developer tool, that few will be using on Windows. We can live with unsigned binaries, just as we can on macOS.
Finally fix the readme, we've been using native Linux ARM64 for some time now.
