Overview
Updated the IFL layer as per BC thread. Note, this layer needs to be updated on production by June 18th.
Updated table Carto name in layerspec (new table is called
ifl_2000_2013_2016row 607 in nuclear hazard) - need to update the prod layerspec table on move to master.
