Revision A3 adds support for a USB-C riser PCB.

• Adds write protect by default on eeprom, short header to enable writing.
• Removed LED for bootloader indicator.
• Added possibility to assemble LQFP atmega.
• Updated BOM and CPL to be more JLC friendly

Files still need prototyping. Pre-release for now.

Fixes from A1: buxfix where usb bus power is not properly detected due to a PCB error.

Issues with B1 and B2 is fixed in this release. Base functionality is tested. Need to do long term testing and verify USB 3.0 speeds.
