2025 ANNUAL CONFERENCE
The 2025 Conference Committee has finalized the slate of education sessions for April’s conference, and I’m really excited about the lineup. This year’s education will feature general sessions in addition to breakout sessions geared toward beginners and intermediate / advanced. Breakout sessions will cover topics such as minutes, communication, legislative body services, and a featured general session focused on the importance of election integrity. The conference offers an estimated 3.5 CMC/MMC points.
Registration will open in January, so please keep an eye on emails from us over the next month with additional information about the conference and registration. If you haven’t already, please check out the 2025 Conference webpage
Thank you to everyone who responded to the Annual Banquet survey. We received valuable insights, and the Conference Committee is using your feedback to plan a banquet that best meets everyone’s preferences.

Nominations are open for the 2025 CCAC Board of Directors election! If you are interested in serving, please file your nomination with Leilani Brown, City of Newport Beach, Nominating Committee Chair no later than Monday, December 16! The Notice of Nominations, position descriptions, and associated information can be viewed on our website here

EXCITING UPDATES TO THE CCAC SCHOLARSHIP PROGRAM

At its November 19 Board Meeting, the CCAC Board discussed and approved substantial updates to the Scholarship Policy. These changes are designed to streamline the application process, making it more accessible and convenient for our members. Additionally, the updates aim to expand opportunities for members to achieve their CMC or MMC accreditation. These revisions reflect the Board’s continued dedication to supporting the educational advancement of our membership. So, what’s new in the scholarship program?
The first and most significant change is the increased flexibility in how scholarships can be used. Scholarship recipients will no longer be limited by the previous educational vs. institutional use restrictions. Moving forward, scholarships can be applied to any course or program approved by the International Institute of Municipal Clerks (IIMC), with priority given to in-state (California) trainings. This change provides members with the freedom to select the educational opportunities that best align with their professional development needs.
We are also introducing a tiered scoring system that aligns with different scholarship award amounts. This new system offers multiple levels of awards, providing a more tailored and inclusive approach to scholarship distribution. It ensures that a broader
range of members can benefit from the program, regardless of their specific needs or circumstances, making the scholarships more accessible and equitable for all.
Great news for new members! The oneyear membership requirement has been eliminated. This change will make it easier for newer members to qualify for scholarships, facilitating quicker access to the financial support necessary for their professional development.
We believe these updates will foster a fairer and more open process for all involved. By increasing flexibility, introducing a tiered scoring system, and reducing the membership requirement, the CCAC Board reaffirms its commitment to supporting your journey towards achieving accreditation. We hope these changes will encourage more members to take full advantage of the scholarship opportunities available, helping them advance in their professional development.

As 2024 comes to a close, we are proud to celebrate the successful completion of the first year of our partnership with California State University San Marcos (CSUSM) in offering the Municipal Clerks Institute (MCI) to our members. MCI provides the essential education required for certification, and in 2024, we hosted a Certified Municipal Clerk (CMC) series in February and October, along with a Master Municipal Clerk (MMC) series in June.
2024 ANNUAL REPORT
On November 1, 2024, Institute Director Randi Johl-Olson submitted the first annual report for the Municipal Clerks Institute (MCI), which was presented to the CCAC Board at their meeting on November 19, 2024. The report offers a comprehensive overview of the education provided, the goals achieved, and feedback gathered from attendees.
One key point highlighted in the report is that MCI acknowledges the growing demand for the program and the need for expansion. However, it is important to note that the initial structure of the MCI program was designed strategically to build a strong foundation. This approach is being supported through data-driven decisions and planned, intentional growth over a three-year period. CCAC also recognizes the demand for the program and fully supports this approach, ensuring that high-quality education continues to be delivered to all participants.
EDUCATION INSTITUTE COMMITTEE REPORT
The CCAC Education Institute Committee met in October to review the institute financials and unanimously approved the request to increase registration rates by $100 beginning in 2025. In addition, the committee is in support of a slow growth approach, and expressed caution in increasing class sizes beyond 100 attendees as it could reduce the quality of the education received.
MEMBER SURVEY
Based on CCAC’s commitments under the contract, the Committee has created a member survey to gather feedback from membership on the effectiveness of the Academy in meeting the training needs of our members. Whether you attended or not, please take a few moments to complete the survey. Responses will be collected through January 15, 2025.

LEGISLATIVE UPDATE

2025 LEGISLATIVE PLATFORM. The CCAC Board has officially adopted its legislative platform for 2024, outlining key priorities and actions for the upcoming year. This platform will guide our advocacy efforts at the state and local levels, ensuring that CCAC’s voice is heard on issues impacting California’s public agencies and communities. FPPC WEBINAR ON AB1170. In case you missed it, the video recording and slides from the recent AB 1170 virtual workshop with the Fair Political Practices Commission (FPPC) are now available on the CCAC website here This workshop offered valuable insights on the new requirements under AB 1170, including the mandatory electronic filing for most 87200 filers. These resources are an excellent way to catch up on the important information shared during the session.
VIRTUAL NEW LAW RECAP IN JANUARY. Looking ahead, be sure to stay tuned for the announcement of a virtual New Law Recap scheduled for mid-January. This event will provide a comprehensive review of the latest legislative developments and their implications for public agencies.

MENTOR PROGRAM UPDATE

As we approach the close of 2024, I want to take a moment to celebrate the growth and success of the CCAC Mentor Program. This year, our program has seen increased participation, with seasoned clerks stepping up to guide and inspire those new to our profession. It’s heartening to witness the camaraderie and knowledge-sharing that make our community stronger.
This holiday season offers a wonderful opportunity for reflection and renewal. As mentors, it’s essential to revisit our goals, assess our progress, and explore new ways to empower mentees. Whether it’s through one-on-one guidance, regional networking events, or education sessions, the collective effort of our mentors leaves a lasting impact on the next generation of city clerks.
Status of Mentor Assignments
The following are updates on the mentor assignment status of those who attended the Nuts & Bolts workshop in August, CMC Institute in October, and the Nuts & Bolts workshop in November. We had several additional members opt into the program, and I’ve made significant progress in matching participants with experienced mentors, ensuring that each new clerk receives the guidance and support they need to thrive in their roles. These pairings are designed to help our newer members navigate the complexities of the profession while building valuable relationships within our community. These new pairings of mentors and mentees are already actively engaging in meaningful collaborations. As we continue to support these connections, we encourage all participants to take full advantage of the resources and insights available through this program.
NEXT NEW MENTOR TRAINING
If you have your CMC or MMC and want to become a mentor, the next New Mentor Training will be held virtually on Wednesday, January 15, 2025, from 10:00 a.m. to 11:00 a.m. Register now! We especially need Mentors in Region 3 (Central Valley), Region 5 (Desert Mountain), Region 9 (San Diego County), Region 11 (Los Angeles County), and Region 16 (North Bay). I hope to see you there and welcome you to our team!

Finally, I would also like to take this opportunity to congratulate our newly designated Certified Municipal Clerks (CMCs) and Master Municipal Clerks (MMCs). Achieving these prestigious certifications is no small feat, and it reflects a deep commitment to excellence in our profession. To date this year, an impressive 53 individuals have earned their CMC, and 15 have achieved the MMC designation. These accomplishments highlight their dedication, not only by mastering essential knowledge and skills but also by continually striving to elevate the standards of our work. Their perseverance, passion, and invaluable support from their mentors, colleagues, and agencies have made these milestones possible.
As they reach these significant achievements, they set an inspiring example for all of us, showing what’s possible with hard work, determination, and a strong support system. THE CITY CLERK’S ROLE IN CYBERSECURITY: SAFEGUARDING PUBLIC TRUST

In local government, the City Clerk is often the first point of contact with the public. Whether managing public records, serving as the elections official, or acting as a liaison between the public and the City Council, the City Clerk’s name is a hallmark of transparency and accessibility. But with visibility comes an unexpected challenge: we’re also a prime target for hackers and cybercriminals.
As City Clerks, we handle large amounts of sensitive data—public records, election information, contracts, and personal information. This makes us an appealing target for cyberattacks. In recent years, ransomware attacks and phishing scams have surged, with municipal offices becoming frequent victims. Too often, phishing attacks make their way into my mailbox, and they’re getting better every day! A breach in the City Clerk’s office not only disrupts operations but can compromise trust in local government.
That prompts the question, what can we do as City Clerks to safeguard the public trust? We must take an active role in cybersecurity by working closely with IT to preserve the integrity and privacy of sensitive information. Unfortunately, too many people fail to recognize the importance of the City Clerk’s role in cybersecurity, overlooking how closely our responsibilities intersect with protecting sensitive information.
Ultimately, protecting public data is more than just technology—it’s maintaining public confidence in local government. By proactively engaging in cybersecurity efforts, City Clerks strengthen the systems that support our communities and uphold the trust placed in us.

FROM MENTORSHIP TO LEADERSHIP: LAURA’S JOURNEY TO EXCELLENCE AS CITY CLERK
After five incredible years teaching high school Spanish, Laura Maguire launched her inspiring career in local government with the City of Thousand Oaks in 2004. Starting in the Community Development Department, she found her true calling in 2009 when she joined the City Clerk Department as a Records Management Analyst. With her dedication and expertise shining through, Laura rose to Deputy City Clerk in 2016 and achieved the prestigious role of City Clerk in November 2022!
Laura’s educational achievements are equally impressive, holding a bachelor’s degree in Spanish from UC Santa Barbara and a master’s in public policy and administration from Cal Lutheran University. She has earned the esteemed designations of Certified Records Manager and Master Municipal Clerk, exemplifying her commitment to excellence in our profession.
Guided by incredible mentorship from past City Clerks, Deputy City Clerks, and the supportive CCAC community, Laura was well-equipped for her transition to City Clerk. One of the biggest milestones was recognizing her authority to make final decisions on clerk matters while actively contributing as part of the City’s executive team.
In March 2024, Laura faced a monumental challenge: Thousand Oaks received “the letter” to transition to district-based elections. With grace, determination, and wisdom, she navigated the complex districting process. Collaborating with a mentor clerk, a demographer, and an outreach team, Laura ensured residents were informed and engaged throughout this critical transition. Her leadership shone as she balanced multiple hearings, workshops, and informational meetings under tight deadlines.
The 2024 election marked not only the City’s first district-based election but also Laura’s first as City Clerk. She spearheaded public outreach to educate voters, managed the nomination process, and tackled the nuanced challenge of reviewing ballot designations—proving “misleading” can be as much an art as a legal term! Through it all, Laura leaned on her network of incredible clerks, showcasing the collaborative spirit that defines our profession.
Laura’s journey is a testament to resilience, growth, and the power of mentorship. She embodies the heart and soul of the City Clerk profession, making an indelible impact on Thousand Oaks and beyond. Kudos to you, Laura, for your outstanding contributions and unwavering commitment to excellence!
