It was unable to print things on Mac and even trying to run the cupsctl command failed with the above error. The only thing that worked was resetting the print system via UI following: https://support.apple.com/guide/mac-help/reset-printing-system-mac-solve-a-problem-mh14001/13.0/mac/13.0
