A small python script that implements the Bader-Ofer method for the distribution of sits in Israeli elections.
Includes an example for the destribution of seats in the 20th elections in Israel (2015).
The distribution system uses D'Hondt method (=Jefferson method), allows surplus vote agreements, and includes an election threshold. Surplus vote agreements can only be signed between distinct pairs of parties. Votes for parties not passing the election threshold are lost.
