Missed that they'd released 3.13 compatibility (with 1.1.20250722)

As far as I can see the only relevant changes are

• 3.13 compatibility, for tox.ini (ci.yaml just tries to install re2 and skips it if that fails)
• windows/arm compatibility (which we don't test)

So on this side of things, the only requirement is probably updating tox.ini?
