Adjust Emission Rate according to PIP 26
This PR implements changes necessary to comply with PIP 26.
It adjusts the POL emission rate down from 2.5 to 2%.
The 0.5% are taken from the amount going to the StakeManager while the amount going to the Community Treasury stays the same.
This upgrade will go together with a PR in the StakeManager to adjust the
CHECKPOINT_REWARD.
