Summary
Improves runtime robustness around retries and rate limits.

Changes

Tune agent retryPolicy to explicit retry codes: timeout, network, rate_limit
Treat daily quota exhausted errors as hard stop (no destructive retries)
Keep burst 429 rate limits retryable according to policy
Fix retryPolicy JSON correctness

Result

Fewer unnecessary retries
More predictable runtime behavior under quota limits
Clearer error semantics in __trace

Notes

No UI changes
No behavior change for successful runs
CI green
