Adds the ability to skip Asana task creation for PR authors who belong to a specific GitHub team. The team is configured via the
SGTM_FEATURE__SKIP_TEAM_SLUGenvironment variable. When unset, behavior is unchanged. Team membership lookups are cached in-memory with a 5-minute TTL to reduce GitHub API calls across warm Lambda invocations.Pull Request synchronized with Asana task
