Related to microsoft/CsWinRT#1861

This PR adds two new analyzers for WinRT scenarios:

• Warn on [ObservableProperty] on fields in WinRT AOT scenarios
• Warn on [RelayCommand] on methods within types using [GeneratedBindableCustomProperty]
