This brings in some of the SQL dependency into a new project,
WebForms.SqlClient. There is a PORT_SQLDEPENDENCY that is guarding a few places that need to be addressed before SQL is fully supported. This change brings the files in with minimal change. A subsequent change will enable the PORT_SQLDEPENDENCY areas.
