Added setting to ignore connection errors if not running (#29)

* [[ live-server ]] Added setting to ignore connection errors if not running (#27)

This patch adds a setting to ignore connection errors if LiveCode is not
running. Within the server you can also return "ignored" to prevent VSCode
from displaying any toast notifications.
