What does this PR do? What is the motivation?

Move MFA Status Indicator from bottom section to above MFA rescue/recovery since it's a more integral part of the feature.

Merge instructions

Could you please review that I added the screenshot correctly in this PR #21255? Please merge it after that, thank you!
