Migrate root test scripts from Mocha to Vitest to standardize the test runner.
Note that some existing CLI command tests rely on Mocha-specific plugins and
@oclif's Mocha-style DSL, causing them to fail under Vitest. These tests will require further migration to native Vitest snapshots and syntax to pass.
