Prepare plugin manifest for marketplace submission

- Rename plugin identifier neatcode-skill -> neatcode so the skill
  invocation is /neatcode:neatcode instead of the stuttering
  /neatcode-skill:neatcode, and matches the npm package rename.
- Remove the empty root CLAUDE.md: it isn't loaded by the plugin system
  (claude plugin validate flagged it) and AGENTS.md now covers repo
  contributor context.
