This pull requests adds support for running end-to-end tests as part of presubmit through our build pipelines. Right now it covers all test cases under
test/need-gcpexcept gcp-projects.test.js.The reason why project tests have not been added right now is because it requires some critical permissions related to billing account that will take time to configure.
This tries to address issue #39
