Description
This PR simply updates mom6 pkg/ocean_BGC submodule to its latest commit. (And I wonder there is any way to do auto-update... i.e. the submodule's default remote branch should be https://github.com/NOAA-EMC/ocean_BGC/tree/noaa-emc and
git submodule init/updateshould checkout the branch's latest commit; but apparently it's not doing that way with the current settings...)
