[hotfix-v0.2.1] Include db_schema.sql and .tcss files in package

  - Add [tool.setuptools.package-data] to include non-Python files
  - Fix version display to read from package metadata
  - Critical bug: db_schema.sql was missing from pip install

Prepare v0.2.0 release: update README, add LICENSE and MANIFEST.in

First working pre-release - Linux kernel tested
